Baghdad by the Lake

Divisive racial politics once earned Chicago the nickname
“Beirut by the Lake.” Today, some might call us “Baghdad
by the Lake.”
Chicago and Baghdad are both at the center of large
metropolitan areas. The more startling similarity, though
Chicago has been spared car bombs and sabotage, is that the
city is in the midst of an insurgency. In response, civil
authorities here have begun to apply versions of
counterinsurgency—COIN—methods successfully used in
Baghdad.
Last September, the “Lord of the Flies”-style beating death
of a Fenger High School student captured our attention, and
we lamented the pathologies precipitating these vignettes of
social disorder.
